You can create pom-poms out of several types of material, but one of the easiest and cheapest ways is to use tissue paper. Take 4 sheets of paper and fold them like in the picture. Then take a rubber band and place it on the middle section of the folded paper. After that you will have to cut the two ends of the paper, as shown in the picture. This way when you remove the rubber band, unfold the paper and arrange the position of each paper, you will get a pom-pom that looks like a paper flower.
