If you are using Elmer’s glue then add some water to it for Elmer’s is very thick. I’ve made these at school last year with the students and they loved them.
My friend just tried this with Mod Podge. Balloon popped. HUGE mess. HUGE. She posted pictures on facebook. Be careful and maybe work with your hands inside a box in the garage, similar to how you would protect the area when spray painting.

Water balloons do break very easily, I’m sure you could use plain balloons.
Any kind of yarn but I have found that embroidery floss is much prettier and you get a wider selection without have to buy such a large skein, and embroidery floss has a glossier finish to it. We have even thought of doing something like it for Christmas ornaments.
